Personal Certification

In the normative standard INSTA 800-2:2018, it is stipulated that competence on INSTA 800-1:2018 at Knowledge level 3 and Knowledge level 4 can only be documented through a personal certificate issued by an independent third-party certification body, see points 1 and 3 of the standard. SINTEF is an independent third-party certification body that certifies users of INSTA 800 "Cleaning quality - System for establishing and assessing cleaning quality".

Background for the scheme

Certification requirements in INSTA 800-2

The standard INSTA 800 " Cleaning quality - System for establishing and assessing cleaning quality " became certifiable in the revision in 2010. The standard was again published in a revised edition in 2018, and is now divided into two parts; INSTA 800-1 and INSTA 800-2. Part 1 of the standard includes systems for measuring cleaning quality, while conditions for declaration of conformity that can form the basis for certification of users of INSTA 800-1 have been moved to part 2 of the standard.
Compliance with the competence requirements for Knowledge Level 3 and Knowledge Level 4 can only be declared through documentation issued by a third-party certification body. The certification body must be able to demonstrate compliance with EN ISO/IEC 17024 and demonstrate certification according to this standard as its area of activity.

The purpose of certification for INSTA 800-1 is to document that users of the standard have the necessary knowledge to work with the standard correctly. The standard requires that documentation of such knowledge be done through certificates issued by a third-party certification body. A certification can contribute to:
  • general competence enhancement among users of the standard, to the benefit of both those performing cleaning and recipients of cleaning services
  • that the standard is used correctly for:
    • preparation of tender documents
    • planning of cleaning
    • determination of quality requirements; ensure that the requirements are placed at the right level
    • quality control; correct results (true value) and intended degree of reproducibility in quality controls
  • to avoid misuse of the standard, for example adaptations that are not acceptable in relation to the framework and requirements given in the standard.

Knowledge levels in INSTA 800-2

Knowledge level 3 is recommended for people who carry out INSTA inspections, supervisors and buyers. The owner has detailed knowledge of all/large parts of the INSTA 800 series.
 
Knowledge level 4 is recommended for everyone who teaches INSTA 800, customer and supplier contract managers, planners and people who prepare offers. The certificate holder masters the use of the INSTA 800 series in every way.
 
Knowledge levels 1 and 2 do not require any certification and are recommended for administrative management and cleaners respectively.
 

SINTEF Personal certificate for INSTA 800

SINTEF certifies people for knowledge levels 3 and 4 in accordance with part 2 of the standard. The certification is carried out and followed up in accordance with the requirements of NS-EN ISO IEC 17024.
Certificates are issued in Norwegian, Danish or English. Norwegian certificates refer to the Norwegian version NS-INSTA 800-1:2018, and Danish certificates refer to the Danish version DS/INSTA 800-1:2018. Certificates in English are primarily issued to holders in the other Nordic countries, with reference to the English version of the standard DS/INSTA 800 E:2018. DS/INSTA 800 E:2018 is the overall version of the standard. 
 

Who can be certified?

People who have:
  1. Completed course and passed the exam with an approved examiner
  2. Expertise in cleaning, or experience in cleaning from the management and operation of buildings

Application and documentation

Application

Application for certification is normally submitted by the course/exam organizer. The applicant must complete the necessary information in the application form and agree on the certification and sign the application, as well as fill in or have a CV for the course/exam. Applications must be submitted together with any course certificate, diploma, CV and all other documentation.
The applicant can also apply for certification via certification@sintef.no. Applications must include information on:
  • Personal information:
    • Full Name
    • Date of Birth
    • Address (private or work)
    • Invoice Address (if different from main address)
    • Phone
    • E-mail Address
  • What is being sought for certification including the level of knowledge

Attachments to the application

 
The following must be attached to the application:
  1. Diploma and course certificate from an approved course provider and examiner, issued a maximum of six months prior to the application for certification being received.
  2. CV showing relevant experience for the last five years, as well as any other relevant education/training
 

Validity and renewal of certificate

The certificate is valid for three years, provided that the holder submits a report on activities related to the use of INSTA 800-1. The certificate can be renewed after three years if the holder so wishes. SINTEF sends a request to the holder by e-mail approximately three months before the certificate expires. The holder of the certificate must confirm the request for renewal and attach the necessary documentation.
 
EXCEPTIONS:
Certificates issued/renewed before 01.01.2018 have a validity of 5 years. Upon renewal, such certificates are also given a validity of 3 years.
Requirements for documentation on renewal may vary depending on the certificate's issue date and the standard's status (any revisions, etc.). Normally, it will be required that the applicant has completed an update course with an approved supplier. Update courses are also required within a given deadline if the standard is published in a revised version.
Renewal is assessed based on the submitted documentation. Documentation must be sent to certification@sintef.no.
 

Update of certificates after release of new version of INSTA 800 in 2018

As a result of the standard being revised, all holders of certificates must document that they have expertise in the revised standard. The deadline for this is set at 31.12.2019.
 
Valid documentation is counted as the course and diploma proving participation in the refresher course held by one of SINTEF's partners. (See the section on Courses and Exams below.) For the sake of the EU's new rules on privacy that apply from May 2018 (the Privacy Policy, The General Data Protection Regulation, GDPR), a new certification agreement must be entered into with all holders. A completed "Application Form and Agreement on Certification" (latest form, March 2018 applicable for 2018) must therefore be submitted together with the course and diploma. Based on the submitted application and documentation, SINTEF Certification issues revised or renewed certificates depending on the expiry date of the holder's current certificate. The certificates are given a validity of 3 years.
 
Revised certificate can be issued when:
 
  • The expiry date of the current certificate is later than 3 years from the exam date/application date (which will result in a reduced validity period in relation to the external certificate)
  • Any invoice for annual fee is paid (if such an invoice is sent out)
 
Renewal is invoiced with NOK 1750. Renewed certificate is issued as soon as possible after the invoice for renewal has been paid.
 

Some tips on when to go to refresher courses:

The release of the revised standard is likely to create demand for people who can document that they are certified according to the new version of the standard. It will therefore be an advantage to be updated and to receive a revised/renewed certificate as quickly as possible. In addition, we recommend the following:
 
  • If you have recently received a 5-year certificate (check the expiration date on our website www.sintefcertification.com), the certification will be treated as an audit, and you will receive a revised unpaid certificate beyond the annual fee. Then we recommend that you wait as long as possible. Remember, however, that the course organizers have limited capacity, so don't wait too long.
  • If your certificate expires on 01.07.2021 or earlier, the certification will in any case be treated as a renewal and you must pay for the renewal of the certificate. Then we recommend that you take refresher courses relatively soon and no later than 6 months before the expiration date of your certificate.
  • If your certificate expires after 01.07.2021 you can choose whether you want a revised or renewed certificate. If you choose to attend courses early, so that it is more than 3 years from the time you take the exam and until your certificate expires, you will receive a revised certificate free of charge beyond the annual fee. If you choose to wait for less than 3 years for your existing certificate to expire, we will issue a renewed certificate and you must pay for the certificate issue.

Course and exam

SINTEF Building and Infrastructure has entered into cooperation agreements with several organizers of courses and examinations that can form the basis for certification in accordance with INSTA 800. Approved courses, examination plans and examiners described in SINTEF Building and Infrastructure's guidelines for personal certification according to INSTA 800.
